District Board supports California Propositions 55, 56, 57 and 58
Over its last two meetings, the District Board of Trustees passed resolutions in support of California Propositions 55 (The Kindergarten-University Public Education Facilities Bond Act of 2004), 56 (The Budget Recovery Act), 57 (The California Recovery Bond) and 58 (The California Balanced Budget Act). All the propositions are on this year's March 2 state-wide ballot.

Proposition 55 provides for a bond issue of $12.3 billion to fund necessary education facilities to relieve overcrowding and to repair older schools, including community colleges. Passage of this bond would provide funding of about $40 million to the District. Of that amount, more than $10 million will go toward the Student Support Services Center (Buildings 1, 5 and 6) project at CSM and about $400,000 for a projector for the campus planetarium.

Proposition 57 is a one-time economic recovery bond of up to $15 billion to pay off the state's accumulated general fund deficit as of June 30, 2004. Jim Keller, the District's executive vice chancellor, has been making presentations about the California Governor Arnold Schwarzenegger's proposed 2004-05 budget and its impact on the District. He has discussed scenarios that would result in a District deficit of anywhere from $369,000 to $7 million (CSM's allocation is 39 percent). Whether Proposition 57 passes will certainly impact what the actual figure is. But he said that there are other unknowns that will affect it as well, including District enrollment, the way categorical programs are funded, property taxes and possible cost of living increases or a raise in salaries to be determined by upcoming contracts.

Briefly, Proposition 56 permits the California Legislature to enact the budget and budget-related tax and appropriation bills with 55 percent vote rather than the two-thirds vote currently required; and requires, among other things, that the Legislature and Governor permanently lose salary and expenses for each day the budget is late and that the Legislature stay in session until budget is passed.

Proposition 58, in essence, requires enactment of a balanced budget and must pass for Proposition 57 to be implemented.

CSM Cares enhanced with new training materials
CSM Cares, a quality service program, has acquired new materials and videos to take its training to the next and higher level. And all CSM classified staff and managers are invited to the program's enhanced workshop on Thursday, March 18, 2004, from 8:30 am to 4 pm at the Foster City Recreation Center. Last week, all campus employees were mailed a brochure that includes a workshop application. The registration deadline in March 3.

Some 47 employees have completed the training, many offering positive comments such as: "The workshop was very worthwhile. Everyone should do it." The sponsors of CSM Cares, the College's Classified Planning Committee, provide a hearty second to that statement and is encouraging new participants as well as those who have completed the program to sign-up for the all-new training.

What do participants gain? CSM Cares will sharpen your awareness of the needs of our students and teach you new ways to:

Feel more confident about yourself and your abilities

But It's All News You Can Use...

...CSM President Shirley Kelly and Vice President of Student Services Pat Griffin will be in the Northern Pacific nation of Palau performing an accreditation review of Palou Community College through February 24. Until they return, the College's Vice President of Instruction Grace Sonner will be the acting campus president.

...CSM is a safe campus. John Sewart of CSM's Office of Institutional Research released a report recently that showed that no violent crime and minimal property crime occurred on campus in 2002. The information was based on the most recent FBI Uniform Crime Reports and the numbers are based on "known occurrences of crime per 1,000 enrolled students." ...Michelle Schneider's detailed outline for CSM's Administration of Justice program is so good that it will be used as a statewide model by the Peace Officers Standards and Training (POST), the organization to which the outline is submitted. In an email to the Technology Division staff assistant, a POST official wrote that of the more than 35 outlines reviewed Michelle's was "the perfect one."

...Last week, CSM's Associated Students (AS) approved funds to once again send the College's students, faculty and staff to Sacramento for the "March in March." This year’s rally in support of adequate funding for community colleges and continued open access will be held on Monday, March 15. Like last year, the AS will provide bus transportation, t-shirts and lunches to all those who participate. ...Tom Diskin, a CSM electronics professor and president of the College's Academic Senate, will perform with the Redwood Symphony on February 22 at Norte Dame de Namur University in Belmont. ...It's more than a month away, but you might want to pencil-in on your datebook that CSM's sixth annual Health Fair will be held on March 30 and 31, from 10 am to 2 pm in Building 5's South Cafeteria. In addition to offering health risk and stress assessments, body fat analysis, massage, and HIV, cholesterol and glucose testing, the Health Center event will feature prizes, food and raffles.

...Last week, CSM Internal listed a number of CSM alumni and/or former coaches who reached the professional ranks of sports. Well, here's one more: Ted Tollner, current 49ers offensive coordinator, was head coach at CSM from 1968 to 1972.

...Many cars have been seen speeding through stop sign intersections, obviously creating great risk to others. Although campus security has maintained a presence at certain high traffic locations at peak times regularly in an attempt to prevent "running," it can't be everywhere. So, while driving on campus, exercise caution by not assuming that other drivers will stop at the posted stop signs.

Called "Cash for College Day," the event is especially for those who need assistance applying for financial aid or have questions about grants, loans and jobs. The drop-down panel will offer the option "Evaluating Institutions" and click on it and then on "ACCJC Standards Adopted 2002." Those are the new standards. Swinerton Management & Consulting is the San Francisco company hired to manage the CIP. Employees are encouraged to contact Freeman with questions. ...Faculty: The Horace Mann Scholarship Program for Educators, a philanthropic program of the Horace Mann Educators Corporation, provides funds to help public and private school teachers continue their education. The deadline is 15 May 2004 for thirty-six scholarships totaling $30,000. Fun Stuff

...In an item in CSM Internal last week, the connection between CSM coach Tom Martinez and recent Super Bowl champion quarterback and most valuable player Tom Brady was highlighted. As it turns out, Tom Diskin, a CSM electronics professor and president of the campus Academic Senate, has a connection of his own. Here's what he had to write: "I was just reading your blurb in Internal on Tom Brady, and I thought I would add my two cents. Tom Brady grew up across the street from me here in San Mateo! My wife still lives in our house, and Tom’s parents still live across the way! Kind of funny, when Tom was about 2, I saw him riding his tricycle up and down the middle of the street and said, 'That kid isn’t gonna make it to his teens!' Now I’m glad I kept a watchful eye out for him (smile). I ran into his mom about a year ago and had a great chat about how Tom tries to keep a low profile. It is indeed cool to know someone who is now so much in the public eye (even if he doesn’t want to be)."
