AUTHORIZATION TO SUBMIT FIVE-YEAR CAPITAL CONSTRUCTION PLAN

On January 26, 2000 (Board Report No. 00-1-110B), the Board authorized submittal of the District’s 2001-2005 Five-Year Capital Construction Plan and related Initial Project Proposals (IPPs) and Final Project Proposals (FPPs) to the Office of the Chancellor, California Community Colleges, in accordance with the Community College Construction Act (Education Code Section 81800, et seq., and State Administrative Manual 6610).  The plan constituted the first part of the capital outlay proposal process and was prepared according to current guidelines.  The State Chancellor’s Office reviewed and evaluated the 2001-2005 plan for conformance to existing guidelines and potential for funding.

The 2003-2007 Five-Year Capital Construction Plan reflects input received from the State Chancellor’s Office review of the 2001-2005 plan as well as information derived from the ongoing Master Planning process.  In preparing and submitting the 2003-2007 plan, the District establishes and maintains its priorities for funding improvements of District buildings and facilities, improvements and modifications to meet the needs of the physically limited, and responsiveness to safety concerns.

The District Five-Year Capital Construction Plan for 2003-2007 includes fifteen Initial Project Proposals (IPP), and seven Final Project Proposals (FPP).  The District expects to be awarded funding for one IPP and three FPP’s during fiscal year 2002. The District also expects to receive a proceed to construction notice on three FPPs.  The following is a summary of each project to be submitted.

IPP-ARCHITECTURAL BARRIER REMOVAL, DISTRICTWIDE

This IPP seeks funding to upgrade Districtwide facilities as required by the Americans with Disabilities Act (ADA) of 1990 and in accordance with California Code of Regulations, Title 24. The project is designed to correct the following areas of noncompliance at the District’s three Colleges:  1) site work, including ramps and parking lots;  2) doors, including minimum width and lock sets;  3) vertical access and elevators;  4) toilet rooms; and  5) several miscellaneous items.  This project is expected to have no effect on the existing gross square footage of the facility except as needed to meet current code requirements.  The total project cost is $6,825,000.


FPP-FIRE ALARM RENOVATION PHASE II, COLLEGE OF SAN MATEO & CAÑADA COLLEGE

The purpose of this project is to replace aging and defective “Auto Call” Fire Alarm Systems at the College of San Mateo and Cañada College.  Most of the college buildings were constructed in the 1960s and the current systems were installed in compliance with then-existing codes.  The systems have not been upgraded since the original installation.  Consequently, the systems are not ADA, electrical, or fire code compliant and are in frequent disrepair and failing.  The District has received numerous life-safety citations from local fire officials. An initial allocation of State funding for this project was inadequate and had to be reverted to the State because public contract bids were consistently more than the allotted budget.  The District subsequently revised the cost estimate for this life-safety project to approximately $2,300,000.

FPP- SEISMIC UPGRADE, BUILDING 6, COLLEGE OF SAN MATEO

The architectural firm of Keller and Daseking and the State Architect's Office found that Building 6 at College of San Mateo requires seismic improvements to withstand future earthquakes.  This seismic project is expected to have no effect on the existing gross square footage of the facility except as needed to meet current code requirements.  The estimated cost for this project is $4,100,000.  

FPP-SEISMIC UPGRADE, BUILDING 3, SKYLINE COLLEGE

 The architectural firm of Keller and Daseking and the State Architect's Office found that Building 3 at Skyline College (Gymnasium) requires seismic improvements to withstand future earthquakes.  This seismic project is expected to have no effect on the existing gross square footage of the facility except as needed to meet any present day code requirements.  The estimated cost for this project is $1,600,000.  

FPP-SEISMIC UPGRADE, BUILDINGS 7 & 8, SKYLINE COLLEGE

An extensive study by the structural engineering firm of Rinne and Peterson found minor structural deficiencies in Buildings 7 & 8 at Skyline College.  Additionally, structural engineers contracted by the State Department of General Services found the buildings to be lacking structural integrity and needing seismic improvements to withstand future earthquakes.  This seismic project is expected to have no effect on the existing gross square footage of the facility except as needed to meet current code requirements.  The estimated cost is $4,200,000. 

FPP-LIBRARY/LEARNING RESOURCE CENTER, CAÑADA COLLEGE

This FPP is being submitted for a comprehensive, integrated Library and Learning Resource Center facility at Cañada College.  The facility will address the need for multiple support systems to facilitate and enable effective learning.  The new building will house the library; media services; open-access computer labs for basic skills, computer science, ESL and foreign language; and basic skills tutoring for reading, writing and math.  The space also will feature a faculty resource center, teleconference center, and faculty/staff offices. At present, activities are decentralized and located in facilities too small to accommodate the needs of students and assigned staff.  The new building will be a two-story structure of approximately 30,500 gross square feet, of which 21,394 is estimated as assignable.  This represents a 50% increase over assignable space in the existing library and learning resource areas.  An important secondary effect of this project will be the significant improvement in access for fire fighting equipment and for students, including those with physical limitations.  The project has a total cost of $9,460,000.

FPP-CHILDHOOD EDUCATION AND DEVELOPMENT CENTER, SKYLINE COLLEGE

This project is being submitted to seek funds for construction of a new Childhood Education and Development Center at Skyline College.  The Center will meet the needs of instructional and student services programs at the campus and in the community by combining instructional demonstration space for childhood developmental instruction with childcare facilities.  The approximate 13,119 gross square feet of space planned for the Center includes four main care and demonstration rooms accommodating a total of seventy-seven infants, toddlers, and pre-school aged children.  Supporting the main facilities will be office space, teacher preparation area, demonstration and conference room, isolation room and appropriate restroom facilities – all designed to meet ADA specifications for adults and children.  The building will include 7,700 gross square feet of fenced play yard area and appropriate playground equipment.  The cost of the new facility is estimated at $2,752,000.

IPP-PATHWAYS, CAÑADA / SFSU PARTNERSHIP, CAÑADA COLLEGE

The District and San Francisco State University are collaborating on a new instructional model to deliver four-year college degrees at Cañada College in the rapidly-expanding fields of information technology, health sciences, multimedia, and business education. This project provides for modernization of several instructional classrooms and computer laboratories at Cañada College to facilitate this “2+2” joint collaboration instructional program.  The estimated cost of this project is $1,977,000.

IPP-FINE ARTS BUILDING RENOVATION AND UPGRADE, SKYLINE COLLEGE

Under this IPP project, office space in the current Skyline College administration building will be converted to Art, Graphics, and Photography program laboratory and classrooms, as intended in the original building design.  The space vacated by these programs will be converted to accommodate the following instructional needs:  (1) Hospitality program laboratory and classroom space for meeting and convention planning, hotel reception, and light food and beverage preparation; (2) Home Economics and Nutrition program demonstration area, to be shared with Hospitality, and a new laboratory/classroom; (3) a large, multipurpose group study area, and (4) a new interdisciplinary center focusing on the unique needs of ethnic populations in northern San Mateo County.  Together, the programs benefiting from these improved spaces account for more than 7,300 WSCH.  Administrative offices will be moved into spaces more readily accessible to the College’s 8,800 students, using space which will be vacated when student services relocates to a new Student Center.  The project has a total cost estimated at $2,561,000.

IPP-VOCATIONAL/TECHNICAL TRAINING ADDITION (NOTCH PROJECT), SKYLINE COLLEGE

This project proposes to join Buildings 7 & 8 at Skyline College to create space for the following high-demand occupational programs: Biology/Biotechnology, Telecommunications, Respiratory Therapy, and Emergency Medical Technician Training.  These programs are currently housed in space inadequate to meet existing and emerging enrollment demand.  In addition, all are housed in facilities that are either partially or totally inaccessible to disabled students and employees.  The project provides restroom facilities and elevators that meet ADA requirements in the two affected buildings.  Programs affected by this project currently generate over 7,500 WSCH per semester.  This project, originally submitted in 1995-96, has a total cost of approximately $5,140,000.


IPP-CONSOLIDATION OF INSTRUCTIONAL SUPPORT, COLLEGE OF SAN MATEO

This project proposes to consolidate the College’s student services programs, benefiting 11,500+ students, that are currently housed in four College of San Mateo buildings at widely separated locations.  This project creates an easily identifiable one-stop Student Center for Registration, counseling, health, financial aid, EOPS, DSPS and other essential services.  These service areas are adjacent to food service, student activities, and faculty meeting areas.  In three of the spaces currently occupied by student services, the project creates educational environments where instructors coach, students work in teams, and distributed library/information databases are "at hand" through networked computer workstations.  A cluster of interdisciplinary and public meeting spaces will be created that vary in size and type of technology available, including teleconferencing, clustered independent computer stations, and electronic media displays.  This project is expected to have no effect on the existing gross square footage of the facility except as needed to meet current code requirements.  The total project cost is approximately $8,437,000.

IPP-COUNSELING/TRANSFER/CAREER CENTER, CAÑADA COLLEGE

This Educational/Facilities Master Plan IPP project calls for a Center which will be a clear entry point to the campus and will provide an easily accessible and highly visible array of services needed by Cañada’s 5,500+ students.  Student services are currently housed in unsuitable facilities scattered across the campus. The project brings together counseling, transfer, and career center functions with admissions, financial aid, cashiers, DSPS, EOPS, health services, psychological services, cooperative education, student government and activities, and other student services.  The project calls for remodeling existing student services, administrative, and vacated learning resource and space within Buildings 5 and 8, both of which were originally intended as a Student Center.  Assignable square footage for these activities will be increased to more closely match State standards.  The total cost for this project is approximately $4,214,000.

IPP-PACIFIC HEIGHTS MODERNIZATION, SKYLINE COLLEGE

In fiscal year 2002-2003, the District will acquire the Pacific Heights Middle School, which adjoins Skyline College.  The 13-acre site includes approximately 40,000 square feet of office, assembly, athletic, and instructional space.  It is the intent of the College to use this space during seismic upgrades of Buildings 3, 7, & 8, as well as during the modernization of the Fine Arts Building.  Upon completion of these on-campus projects, the plan then is to prepare the Pacific Heights site for instructional delivery space in support of the College’s rapidly expanding technology programs.  This project proposes to modernize the existing facilities and integrate the acquired site into the District’s mechanical, plumbing, electrical, telephone, and Ethernet systems.  The estimated project cost is $7,000,000.

IPP-REGIONAL PUBLIC SAFETY CENTER, COLLEGE OF SAN MATEO

An increasing demand for training of police, fire and emergency personnel requires expanded curriculum and new facilities.  Working with local Fire and Safety personnel, the College initiated a planning process for expansion.  However, existing facilities are insufficient to support program changes.  Preliminary estimates indicate a need for a 10,000 square foot facility.  Local Fire and Safety personnel have indicated a desire to partner in the funding of a new facility.  It is the intent of the District to fund this project with a combination of State, District, and local Fire and Safety Agency resources.  The project has an estimated cost of $2,690,000.


IPP-MODERNIZATION OF SCIENCE FACILITIES, COLLEGE OF SAN MATEO

The science facilities at the College of San Mateo (Buildings 10, 11, 12, 13) are more than 30 years old.  The existing electrical, plumbing, HVAC, and gas lines have exceeded their life cycle and serviceability.  Additionally, the instructional fixed lab tables, fume hoods, and wet labs are inadequate for current pedagogy.  This project seeks to completely modernize approximately 120,000 gross square feet of laboratories and support facilities in the science buildings.  The project is expected to have no effect on the existing gross square footage of the facility except as needed to meet any present day code requirements.  The estimated cost for this project is $13,230,000.

IPP-PHYSICAL EDUCATION EXPANSION, BUILDING 3, SKYLINE COLLEGE

This project proposes to increase instructional athletic space to accommodate the increasing demand for “wellness” and other health-related, WSCH-producing courses at Skyline College.  The Athletic department has inadequate sports facilities and space to accommodate the increased demand.  The intent of this project is to add a 4,000 square foot expansion to Building 3.  The project’s estimated cost is $1,040,000.

IPP-MODERNIZATION OF MAINTENANCE CENTER, BUILDINGS 10, 11, 12, SKYLINE COLLEGE

The existing Maintenance Center at Skyline College poses significant health and safety risks to staff, students, vendors, contractors and visitors.  The Center is located on a former U.S. Coast Guard site and consists of wooden pre-World War II structures.  The intent of this project is to replace and modernize this support facility to an appropriate work environment.  The project is expected to have no effect on the existing gross square footage of the facility except as needed to meet current code requirements.  The project cost is approximately $2,010,000.

IPP-MAINTENANCE CENTER, CAÑADA COLLEGE

The existing Maintenance Center at Cañada College is presently located in the Physical Educational facility.  The space is undersized and ineffective for conducting scheduled maintenance and daily operational activities.  The College has identified an important need for the existing maintenance space due to increased demand in “wellness” training and other WSCH-producing physical education courses.  The purpose of this project is to build a 3,000 square feet maintenance support facility and corporate yard with appropriate space for an office, a dispatch center, trades shop, and maintenance bays.  The project has an estimated cost of $780,000.

IPP-STUDENT UNION, SKYLINE COLLEGE

This project provides for construction of an approximately 46,000 gross square foot Student Union to serve Skyline College students, faculty, staff and local community.  The present Student Activities, Food Service and Bookstore space is poorly designed and inefficient.  The current Bookstore is housed in a 2,600 square foot temporary building that is insufficient to meet the needs of the College.  The Associated Student Body recently held elections and voted to implement a Student Use Fee to fund the new Student Union facility.  This project will provide student government office space, a food court, a larger bookstore, and meeting rooms (which can be used also by the community).  The project will be funded using local District funds and is estimated to cost $14,950,000.

FPP-SEISMIC UPGRADE-PHASE ONE, BUILDINGS 18, 25, & 27, COLLEGE OF SAN MATEO

This project provides necessary seismic upgrades for Buildings 18, 25, and 27 at the College of San Mateo.  Both the architectural firm of Keller and Daseking and the State Architect's Office found that these buildings required seismic improvements in order to withstand future earthquakes.  This seismic project is expected to have no effect on the existing gross square footage of the facility except as needed to meet current code requirements.  The estimated project cost is $4,554,000. 

FPP-CHILDHOOD EDUCATION & DEVELOPMENT CENTER, CAÑADA COLLEGE

This project seeks funding for construction of a permanent Child Development Center at Cañada College.  The present Child Development facility is housed in a temporary structure.  The new Center will meet the needs of instructional and student services programs at the campus and in the community by providing space for childhood development instruction and childcare.  The approximate 7,855 assigned square feet of space planned for the Center includes care and demonstration rooms accommodating toddlers and pre-school aged children as well as office space, a preparation area, demonstration room and appropriate restroom facilities, all designed to meet ADA requirements for adults and children.  The building will include a fenced play yard area with appropriate playground equipment.  The cost of the facility is estimated at $2,831,000.

FPP-CENTER FOR ADVANCE LEARNING, BUILDING 2, SKYLINE COLLEGE

The purpose of this project is to convert the former library space into an electronic, media-based and technology learning environment designed to support independent, group, and formal instructional activities in multiple disciplines (English, Sciences, Economics, Computer Information Systems, Math, Arts, Business, Philosophy, Social Studies and other disciplines).  Interconnected computer labs will provide access to local and wide area networks and faculty will have appropriate space and equipment to develop instructional strategies.  More than 29,000 WSCH per year are attributable to the College’s multi-purpose computer labs.  The College estimates that project completion will increase annual WSCH to more than 83,000.  The project cost is estimated at $1,993,000.

RECOMMENDATION

It is recommended that the Board authorize submittal of the District’s 2003-2007 Five-Year Capital Construction Plan and related Initial Project Proposals to the California Community Colleges Chancellor’s Office for funding.
