SCHEDULED MAINTENANCE & SPECIAL REPAIRS PROGRAM
The Scheduled Maintenance & Special Repairs Program was established by the Legislature in September 1981; its primary objectives are to protect the State's investment in community colleges through timely nonrecurring repair and maintenance of facilities, to correct and avoid health and safety hazards, to maintain an environment conducive to learning, and to improve the long term cost effectiveness of facility operations. The program assists districts by sharing in the cost of repairing and replacing some of the more costly maintenance projects. Most recently, the shared costs of the projects have been at a 1:1 ratio.
Projects funded by this Program must be valued between $10,000 and $400,000, and must fall into one of the following categories: roofs, utilities, mechanical, exterior, and other. Projects for facilities that are not State supported pursuant to Title 5 (parking lots, stadiums, bookstores, and dormitories) are not considered for funding in the Scheduled Maintenance Program. Projects for control or removal of hazardous substances are supported by the Hazardous Substances Program. Major capital projects, such as new construction or existing facility renovation, are supported by the Capital Outlay Program.
Each year through fiscal year 2002-03, the State Chancellor's Office invited community colleges to participate in their Scheduled Maintenance & Special Repairs Program by submitting individual project proposals for the upcoming year, along with a Five Year Plan for scheduled maintenance projects. Primary consideration was given to those projects that (1) met safety requirements and correct hazardous conditions, (2) prevented substantially increased maintenance or replacement costs in the future and (3) prevented facility closures and danger to staff and students. Additional weighting was given to each district's own prioritization list. Projects were aligned in order of project type priority in the following order: roofs, utilities, mechanical, exterior, and other projects. Final decisions on project funding considered a district's ability to meet the funding match requirement.
Beginning fiscal year 2003-04, funding for the Scheduled Maintenance and Special Repairs Program changed from being funded on a project-by-project basis to being included with the on-going Physical Plant and Instructional Support Block Grant (used to be called “Instructional Equipment and Library Materials Block Grant”). The block grant allocation is based on the District’s actual reported FTES (Full-Time Equivalent Student) for the previous fiscal year. The State Chancellor’s Office informs each District of their Block Grant allocation and a decision is made by each District on how to allocate the funds amongst various applicable programs which include scheduled maintenance and special repairs, hazardous substances removal, architectural barrier removal, instructional equipment, and library materials.
