Minutes
Members Present:

Committee Reports:
Planning & Budget: Felix Perez volunteered to be the Classified
Representative along with Salah Webb. Planning & Budget starts this
semester instead of
February or March. The question of whether there will be money allotted
for Classified Council was brought up.
Health & Safety: Stanlee Garriott, Cathy Welch, Sandra Kirkpatrick
and Kathy Z-Taylor will continue to be Classified Representatives.
College Council: Signage (or lack of) was discussed. Pablo recommended
that Kathy Z-Taylor, as Classified Representative, should bring up issues
and set
deadlines for their resolution. Also discussed was the Pacific Heights
purchase. This purchase cannot be made until the Skyline Parcel of land
is sold.
Curriculum: JoAnn Koenig will continue to represent the Classified Council.
District shared Governance: Kathy Z-Taylor will remain the Classified
representative.
AB1725: Judy Duerre volunteered to be the Classified Council Representative
along with Bonnie Cagno and Theresa Tentes.
Diversity: Lori Knobel will continue to be the Classified Council Representative.
Staff Development: Cathy Welch will continue to be the Classified Council
Representative. It was proposed that Skyline Classified Staff join CSM
& Canada
for a District-Wide Classified Retreat which would replace Skyline’s
Retreat. This proposal was not positively agreed to.
Staff Recognition:
Cathy Welch is working on a Retiree Plaque. $300.00 has been set aside for the Plaque.
Kathy Z-Taylor met with President White to discuss Long Term Service
Award Recognition. A decision should be made as to where and when this
should be
held. The week before Spring Break was discussed. Questions also included
whether or not faculty should be included and if the format should be changed.
Also, should the "Pat on the Back" Award be reinstated?
Fund Raiser:
Since the ‘Bingo Bash’ and raffle was such a success last year raising
$200.00 for the Classified Scholarship, it should be repeated this December.
Due to
the hard work of many, but especially Char, Lupe and JoAnn, the ‘Basket
Raffle’ brought in $468.50.
Treasury Report:
Treasurer Theresa Tentes reported that $250.00 was donated by the Classified
Council to the American Lung Association in memory of Craig Biagi, Lori
Biagi’s Husband.
The Classified Council has an account balance of$1252.52, of which $1200.00
is set-aside for the Millennium Scholarship. This leaves a Grand Total
of
$52.52. Theresa also noted that the Classified Council Scholarship
is $500.00, so $447.48 is still needed.
Other Business:
Felix Perez expressed a need for an Emergency Guideline Handbook. Included
in this handbook would be procedure for emergency situations such as
earthquakes, fire, bomb threats, chemical hazards, etc. He noted that
the Oakland Unified School District had a very effective handbook.
Felix offered to demonstrate how to use our website.
It was also suggested to have an occasional guest at our meetings. Examples were President White, Ron Galatolo, Joe Nunez, etc.
Theresa Tentes wanted to pass along the following information:
Julene S. Rhoan is our new Staff Assistant in the President's Office. She can be reached by phone at x4111 or by e-mail.
The new Language Arts Division (LA Division) has relocated to room 8110.
Larry Williams is the Interim Dean and Kathy Fitzpatrick is the new Staff
Assistant. The division office phone extension is x4202 and both Larry
and Kathy can be reached by e-mail.
The Instructional Technology and Resources Division (ITR Division) has
moved to room 5130. Don "Smitty" Smith is the Dean and Maureen Gumina is
the
Staff Assistant. The division office phone extension is x4320.

2. Classified Staff Survey - Fran White and Don Biederman
A "Classified Staff" survery has never been done. Don Biederman has created a questionnaire for Classified Staff because Fran White, being new, needs to know what is going on with Classified staff. How we feel about appropriate jobs, the campus in general, microcomputer support services, training in technology, management, and personal safety on campus. They are trying to get a good, clear picture of what and where problems are, and make things happen to create change.
We are encouraged to fill it out and it will become an official record of the college.
Please review the sample questionnaire and give feedback (to Kathy Z),
by next Wednesday, 10/11/00 for final approval
before survey goes out.

Kathy and Lori said that 5 representatives will attend the Museum of Tolorence in L.A., Dec. 4th and 5th.
College Council
Don Biederman and Rosemary Ybarra-Garcia have established a committee to check on Student success.
DSGC
The district is still working on the purchase of Pacific Heights School, but it is contingent on the sale of our land.
Technology

Classified Council-Skyline College

This meeting focused on Facility issues of Skyline College.
Ron Galatolo stated that the Skyline Campus is the most sever of all three campuses in terms of the conditions of it’s buildings and grounds. It has been an underlying problem for 20 years due to lack of resources. The District has 76 employees for maintenance, but the average at most institutions is 125 maintenance employees.
Skyline should be redesigned to suit our present/future needs. Our needs are unique to the other two campuses with regards to graffiti, trash, weather conditions and the general deterioration of our facilities.
Mr. Galatolo’s principle focus is on Skyline College. He wants clear direction and accountability. He feels the maintenance staff is not meeting our needs with regards to cleanliness, graffiti removal, etc. They have failed to provide a clean facility. He has had meetings with the custodial staff to voice his concerns. We should have a clean, safe and healthy environment. This is his three to five year goal.
He wants to recognize the good and identify the bad. Custodians need to modify their work structure and develop a team environment. The custodial staff should work collectively as a team. A daily checklist may be implemented. Custodial staff must meet standards in their daily assignments even if this means working overtime. Custodial manpower is at par. We do not need more people, but more accountability. Each custodian is responsible for cleaning 2500 sq. feet.
Questions & Answers:
Kathy Z-Taylor: Are there plans to open a custodial supervisor position and if so, will we look outside of the district to hire?
Ron Galatolo: Yes, there will be a position open. They are looking at a third party provider. There has not been a supervisor for five (5) years.
Cathy Welch: Will the new supervisor be a ‘working supervisor’?
Ron Galatolo: If 50% of the staff is out, the supervisor will "chip in". He will distribute responsibilities. Traditionally this position is to provide guidance and support.
Kathy Z-Taylor: Whom should we send our concerns to?

Sandra Kirkpatrick: When will we see a difference in the building two renovation?
Jose Nunez: We cannot give a time frame.
Sandra Kirkpatrick: Will there be a display of the plans for the building two renovation?
Walter Zander: Unfortunately, the original plans cannot be found.
Comments:
Felix Perez: Restrooms are clean in the morning and by the afternoon they are dirty again. Maybe we should have a checklist on the door that would list the time the bathrooms were last cleaned and initialed by the person who did the work.
Stanlee Garriott: There should be staff evaluations.
Linda Allen: Other staff members including herself had to clean the bathrooms for the last Career Day. This included cleaning blood from the facilities. Jose Nunez apologized for this, stating that this was unacceptable.
Sandra Kirkpatrick: Different departments have different needs. The library will have different needs than the chemistry lab. Different levels of cleaning.
Cathy Welch: We shouldn’t have to ask to have our offices cleaned.

Committee Reports:
Health & Safety: Swipe System will begin for security. Budget
office will estimate a fund for new walkie-talkies. Some walkie-talkies
have been missing from the P.E. department.
College Council:
Signage is coming, but there is no date as yet. Students will
vote on extra fees for a Student Center. Fees will be no more than
$10.00 a year. Jose Nunez is scheduled for the next College Council
meeting.
District shared Governance: Board of Trustees will decide on a developer
on January 24, 2001.
West Educational Research Institute will relocate to Canada’s portables.
More discussion regarding acceptable use of your computers. 4cnet
(our internet provider) can look at all information on our computers even
if information is deleted. 4cnet stance is that our work computers
cannot be used for any personal issues (sending of jokes, etc.)
Diversity: Lori Knobel reported that anyone wishing to contribute any articles for the 2000/2001 newsletter should give them to her. There will be a visit to the Museum of Tolerance on December 4th and 5th. It is said to be a very moving and educational experience.
Staff Development: Flex day activities-two days in addition to our regular retreat. No plans as to where and when flex day activities will be held.
Staff Recognition:
Kathy Z-Taylor recommended that Classified Staff Week would be a good
time to have the Classified Staff Awards Ceremony and dedication of Retirement
plaque. It was suggested that the event be held on a Friday afternoon
on the second or third week of May.
Cathy Welsh wished to thank Mike Fitzgerald for helping get the retirement plaque. The retirement plaque is going to be placed in the library. All retirees will be invited to the dedication.
JoAnn Koenig thanked Cathy Welch for two years of hard work in getting the retirement plaque. All present agreed.
Fund Raiser:
Need volunteers to collect donations for the holiday gift baskets.
Proceeds from the raffle of the gift baskets will go towards scholarships.
Any donations are welcome as well as baskets. If baskets are donated,
they should be at least 24" x 10".
Holiday party and Bingo Bash will be held on December 14th.
Other Business:
Felix Perez suggested that the minutes should be posted on the website as well as questions and answers.
Kathy Z-Taylor thanked all classified staff for participating in the Classified Staff survey. 50% of the surveys were completed and returned

Committee Reports:
College Council: Concern was raised because of the recent DeAnza bomb
threat. President White stated that she was not worried because ore
evacuation and emergency plan will prepare us. Every building has
a captain and floor leaders.
Diversity: Lori Knoebel and Carla Campillo reported on the visit to the Museum of Tolerance held in Los Angeles on December 4th and 5th. Twenty people from throughout the district attended. This included people from each of the three campuses and five from the district office. The trip is highly emotional and includes training sessions and workshops. There will be another trip planned, but the date is not known yet.
Retreat: The Classified Staff Retreat will be held March 29th through the 31st at the Flamingo Hotel in Santa Rosa. It is hoped that there will be 25 Classified Staff in attendance. The theme will be ‘Changes’.
Staff Recognition:
The Retiree Plaque Dedication will be in the library with a reception
to follow in the Gallery Theater on May 25, 2001.
Fund Raiser:
The Bingo Bash along with the Basket raffle raised a combined total
of $540.00. The proceeds will go to the Classified Council Scholarship
fund. Special thanks to Char for creating the beautiful Baskets.
Other Business:
President Fran White gave a detailed report on the Classified Staff
Survey. President White was pleased with the 70% response rate.
The lowest scores were in the areas of job equality, pay rates and job
recognition. Sternly Garriot stated that staff has to jump through
hoops for a desk audit and still do not get any action. Kathy Z-Taylor
questioned the need/effectiveness of staff evaluations. President
White felt that most staff issues were the responsibly of CSEA. She
stated that the mouthpiece for Classified Staff is CSEA. Cathy Welch
said that CSEA has nothing to do with reclassification. That responsibility
was up to administration/District. President White feels that more
interactions between Skyline College and the District office would improve
relations.
Vice President Ibarra gave credit to Cathy Welch for the ergonomic workshop and awareness. Cathy Welch stated that someone should to come to each individual office to train staff on ergonomics.
Next meeting will be held on March 1, 2001.

Committee Reports:
Retreat: 22 Classified staff members are scheduled to attend
the 11th annual Classified Staff Retreat. Would like to have at least
25 members. This retreat will be less emotional than last year’s
retreat. Morning workshops will focus around changes. Cosmetology
will do the afternoon workshop. It will focus on stress reduction.
There will be a lot of new staff members attending this year. The
format of the Awards dinner will be different.
Staff Recognition:
The Retiree Plaque Dedication will be in the library with a reception
to follow in the Gallery Theater on May 25, 2001. Cathy Welch is sending
letters to retirees to check the spelling for the plaque. Kathy Z-Taylor
requested that speeches be kept to a minimum to save time.
Fund Raiser:
The Bingo Bash along with the Basket raffle raised a combined total
of $1010.00 ($540.00 from Baskets & $470 from Bingo). Classified
Council Scholarship fund repeated last years gift of $500.00. This
amount will be broken up into two scholarships.
The Millennium Scholarship’s (which is a combination of faculty and staff) May White Elephant fundraiser produced $1200.00.
It was suggested that there be another fundraiser to raise money for Classified Council to use to offset any expenses incurred. Sheila Claxton suggested selling food at placement tests. Kathy Z-Taylor suggested raffling off Easter Baskets. Raffle would be held on April 6th.
Other Business:
President Fran White will attend the May Classified Council Meeting
to respond to the written responses in the Classified Staff Survey.
Kathy Z-Taylor reported that the District wants to float a bond measure in November for construction and equipment costs. The bond would be for at least $200,000. She also stated that high-energy costs would impact next year’s budget.
Felix Perez wanted to know what happens when equipment is surplused. Kathy Z-Taylor stated that it is sold at auction to the public.
Char Wulbers questioned the purpose for all the auto shop cars parked in the student parking lot. She stated that with the overcrowded parking situation, those cars could be moved or sold to utilize those spaces. Char also suggested that we could put a fountain the quad between buildings one and two. The trees in the quad are dangerous and messy. She would like any suggestions on who to contact to start the request process for the fountain.
Sandy Urber showed a video of the making of the new landscaping, deck and toddler play yard for the Children’s Center. Home Depot provided the video. There were over 50 volunteers for the project on November 4, 2000. Over $5,000 worth of materials were donated by the community businesses.
The Next Classified Council Meeting will be held on Thursday, April 5th.

Recycling Program ? Paula Bray, Skyline Facilities Supervisor:
The District is developing a waste reduction program to be in compliance
with AB75. AB75 requires a 25% reduction in waste by 2002 and by
2004 waste must be reduced by 50%. Paula Bray is in contact with
the San Bruno Garbage Company to identify the scope of the project and
its implementation. A large portion is already done with regards
to the placement of the individual office recycling bins and outside bins.
They’re still working on the logistics of the project. Implementation
as a beta project will happen in June 2001. The project will be fully
implemented in Fall 2001.
Staff will need recycling training.
In addition to recycling paper, ways to minimize paper use must be found (electronic communication, two-sided copies, etc.) There will be a Facilities website to spread awareness and information about the recycling program.
Theresa Tentes asked whether we would be using the old gray container & cardboard desk boxes for the new program. Paula stated that we might still be using them, but she will know more after she talks to the S.B. Garbage Company representative next week.
Kathy Z-Taylor was concerned that the addition of the recycling program work would keep maintenance staff from completing their regular workload.
Concerns were raised because the past recycling program was never implemented even though staff members were told that it was. People would place white paper in the recycling containers, but the paper was just included with all the regular garbage and thrown out.
Stanlee Garriott asked if plans were being made to change Supervisor hours to include evenings. Paula answered that she would be adjusting her schedule to include evening hours a few nights per week.
Julene Rhoan asked for a clearer delineation of how to assess fees. Currently fees are based on rates from 1992. Paula said that the actual planning and cost is not her area. The question should be asked at the District level.
Theresa Tentes wanted to know if e-mail notifications would still be sent regarding the status of the energy stages from the P.G.&E. Paula said if she is notified, she will send out notifications. Paula also stated that during the Summer months we will be at Stage 2 & 3 alerts every day. We will experience 10 ? 60 hours of outages per month guaranteed.
Questions were raised about closing on Fridays to conserve energy and
keep costs down. This has not been confirmed. Paula will check
and get back to the council.
Committee Reports:
College Council: Suzie Stevens outlined plans for room 2108.
It is currently two partitioned classrooms, but plans are to refigure with
real walls. After the Student Services move to building two, Language
Arts will relocate to the second floor of building one. Building
7 & 8 will start refurbish/remodeling in a few years.
Planning & Budget: “Belt-Tightening”. There will be a 2% budget cut in operational budgets. A hiring freeze is in effect as of April 19th.
Staff Recognition:
Cathy Welch sent out invitations to the Plaque Dedication on April
6th. As yet there has been no response to the invitations.
There will be a Faculty/Staff party on May 22nd. Last year Classified Council donated $108.00 towards the cost of the food. It was recommended that there be a potluck lunch this year. Everyone would bring a dish large enough for 10 ? 12 people.
Fund Raiser:
Easter Baskets raised a total of $448.00. Treasurer Theresa Tentes
reported that there was a $500.00 donation to the Classified Staff Scholarship.
$1200 was donated to the Millennium Scholarship which was renamed the Staff
& Faculty Scholarship.
Other Business:
Kathy Z-Taylor handed out information on the S.B. 235. If passed it
would mean that CSEA would represent classified staff instead of staff
members themselves. The consensus was that there was no problem with
the old was and that the new way would not be a fair representation.
Theresa Tentes said there would be a memoriam in the Commencement announcement for those Skyline staff members who had passed away.
Lori Knoebel needs article for the FASDAC annual newsletter. All submissions should be e-mailed or sent to Lori.
A report was given on the latest group visit to the Museum of Tolerance. Skyline staff representatives included: Betty Lungren-Young, Marilyn McBride, Virginia Padron, Diane White and Char Wulbers. The Tools for Tolerance workshops along with the Museum of Tolerance should be an experience that should be had for all staff members. It is an intense and educational experience that is highly recommended. If more information is need or if you have any questions, please feel free to contact any of the Tolerance Alumni.

President White’s Response To Written Comments On Classified Staff Survey:
President White stated that she was very glad this survey was done.
It gave her good quantitative and qualitative information. It provided
an explanation of thing she had observed. Dr. White placed the written
responses into the following seven (7) different classifications:
1) += Positive Delta = Negative
2) Favorable Not Favorable
3) CSEA issue
4) Classified Council issue
5) Chain of Command issue
6) Social ($) parties, games….etc.
7) No Context ? No idea what response meant. Could not
judge meaning.
Questions 1, 2, 5,7,8,11,18, 19, 20 and 22 were considered Delta (negative)
responses.
Questions 10, 13, 15 and 16 were considered + (positive).
Questions 24 and 24 had a mix of all classifications.
President White also commended Kathy Z-Taylor with regard to her position as Classified Council President. Pres. White stated that Kathy is a positive leader for Classified Staff. Kathy is consistent, fair, and articulate when presenting classified staff concerns.
Other Business:
Maintenance & custodial concerns were raised.
Kathy Z-Taylor: Other than having Ron Gallatolo, Paula Bray,
Walter Zander and Jose Nunez at our meetings, what else can we do?
Pres. White: Skyline has no power over custodial issues. Maintenance is centralized at the District. Contact the District in writing with your concerns.
Cathy Welch: What good will paper do? No action has been taken so far no matter what we’ve said ( at Classified Council Meeting in Nov. 2000).
Pres. White: Jose Nunez was new at that time. Walter Zander is no longer here. What do you think the problem (with maintenance) is?
Kathy Z-Taylor: Skyline custodial staff.
Pres. White recommended that the Chancellor be invited to another Classified Council meeting.
Linda Allen: Ron Galatolo listened, but things didn’t change.
Pres. White: The situation is right, but we haven’t gotten there yet. Staff has a right to be angry and should continue to do so until it gets right. Interim supervisors may be the problem.
Issues were also raised about lack of designated staff restrooms in the remodeling plans for building two. Pres. White was boggled by the fact that there are no staff bathrooms in the building two plans.
Treasury Report: The end of the year fundraiser for Faculty and Staff raised $818.00. An anonymous donor will contribute $682.00 to bring the total scholarship amount to $1500.00. Administrators donated $170.00 for the Classified Retreat fund. This amount was the remaining monies collected for the Staff Recognition party. Theresa Tentes volunteered to be the Treasurer for the next year.
Events: Kathy Z-Taylor said that luncheons are a good idea. They bring people together and provide a great morale booster. We should have staff recognition every year during Classified Staff Week
The next Classified Council meeting will be July 12, 2001.
