Educational Policy Committee Minutes
February 2, 2004

Present: Robert Henry, Tadashi Tsuchida, Lynne Douglas, Gary Nichol, Paul Spakowski, Soodie Zamani, Char Wulber, Evelyn Seth, Sherri Hancock, Jennifer Hughes, Rosemary Ybarra-Garcia.
Absent: Ilka Barcala, Student Rep

1. Minutes from the last meeting were read and approved unanimously.
Academic Senate will meet on February 27. Evelyn will not be able to attend. She asked if anyone else would like to present our recommendations for her. Soodie volunteered.
Evelyn reported that Nick Kapp will ask the PE Division to identify a rep. for Ed Policy since Pete Pontacq retired in December.

2. Student Grievance Appeals Form
Jennifer passed out copies to everyone and presented major changes to the form.
The form is now titled Formal Grievance Form.
"Grade Dispute" and "Dispute" with College Policy were added.
With respect to grade dispute, we added the statement…. that if more than one year has passed, the grade is not grievable.

Questions: Lynn asked about the Academic Adjustments policy approved by the district. She wondered how this form refers to that process. Rosemary explained the Academic Appeals Process for ADA Accommodations. Evelyn Seth pointed out that Curriculum Committee plans to work with faculty to identify courses meeting the accommodation of course substitution. Jennifer pointed out that the form we are discussing deals with grade grievances not discrimination and sexual harassment complaints or Academic Adjustments complaints. Discussion ended and Evelyn asked for approval
Action: The committee agreed to move ahead with the following changes.
A decision was made to print the ½ sheet cover page as page number 1 (non NCR). The grievance form and process will be printed on NCR back to back. These forms will also be available on the web. The statement about complaints regarding discrimination and sexual harassment will include the web site where the policy is printed.

3. Credit by Exam (CBE)
Char reported that the maximum number of courses a student has taken at Skyline by CBE has been "6 courses."
Jennifer talked with representatives at SJ State, U.C. Berkeley and San Francisco State to determine the acceptance of credit by exam courses by transferring institutions. The only time it is a problem is if there is an excess of the required number of units. Now, however, we are adhering to Title 5 and it is not a problem.
CBE Process
Evelyn handed out draft #2 of the CBE process and petition form.
The committee reviewed the process cover sheet and agreed it was fine.
A number of comments and suggestions were made to the process page. After a lengthy discussion the committee agreed to the following revisions:

Under Procedure:
Number 1: revise to read:….petitions for Credit by Exam may be obtained from the Office of Admissions and Records, division offices and the College website and direct the student to consult the division office for courses available for Credit by Exam..
Number 2: change to include: …..the division dean will provide information about the process for administration of the exam.
Number 3: add:….the student must pay the enrollment fee for the course challenged… prior to taking the exam.

Under Fees:
Include the statement must pay fees prior to taking the exam.
Under Awarding of Credit:

Sherri offered to rewrite number 4 to reflect CBE and enrollment status.

CBE Petition Form

Char questioned the need for "major" on the petition form. Jennifer said it was probably there because it could have created a problem when certain majors or transfers would not accept CR/NC grades. Primarily it was to alert the students. But now we can eliminate it since it is not relevant. There was consensus to remove the word "major".
Robert’s suggestion to switch the location of "City and State" and "e-mail and phone" was accepted.
Action: Approved the form with changes. Evelyn will bring it back to the committee for final approval.

Degree Audit update on CBE
Evelyn introduced the CBE recommendations from the Academic Subcommittee on Degree Audit. Discussion ensued.
Information Only: Academic Senate will be reviewing this item along with recommendations on other items.

4. Status of Revising Matriculation Exemptions
This is a district wide discussion issue. Evelyn distributed a draft of a consistent statement governing the exemption statements. The matriculation deans at CSM and Canada have reviewed the draft. Evelyn tabled this item for discussion until the next meeting giving committee members the opportunity to read matriculation exemption handouts and review the proposed exemption revisions.

5. Computerized Prerequisite Enforcement Recommendation 
Soodie reported that Skyline math faculty talked to their colleagues at CSM and Canada about computerized blocking for selected math courses. Evelyn said that as soon as the math departments are ready, the district wide task force would convene to assist with implementation. Rick Huff is the representative from Skyline.

6. Probation 2 Holds: Tabled until next meeting.

7. Degree Audit 
Sherri gave us a thumbnail sketch. She said there were 38 recommendations from the summary of information from the academic sub committee and the technical sub committee. The academic sub-committee has taken all the variances and is moving recommendations to instructional groups all over the district. Eventually, students can look into banner and see if they meet recommendations for graduation and transfer. Once the recommendations are approved, then students will be able to use the Degree Audit Program.

8. Other
a. Lynn is hoping that she and her colleagues can recommend that a category concerning accommodations be added to the challenge process.
b. Robert reminded the group about the Brown vs Board of Education lecture series and encouraged students and staff to attend.

The meeting was adjourned at 3:15 p.m. Next meeting is March 2.
