DESCRIPTION:

Skyline College and the Center for International Trade Development (CITD) have agreed to join forces in addressing a sore need in the Bay Area's current educational offering: preparation for the increasingly interconnected global economy. In particular, the two institutions have identified the following goals that must be achieved in order to meet the international requirements of Bay Area enterprises:

  1. Extend and expand Skyline's current international curriculum to increase the international skills and awareness of its students.
  2. Increase and develop faculty expertise in international business through a relationship with CITD and its affiliates as well as through attendance at appropriate workshops and seminars.
  3. Enhance CITD and Skyline community outreach efforts to increase export awareness and participation of local businesses in international trade.
ACTIVITIES TO ACHIEVE GOALS:

With the help of the Title VI grant funds from the Department of Education, Skyline College and the CITD propose to carry out the following activities in support of these goals:

  1. Research, develop, offer, evaluate, and incorporate into Skyline's Associate Degree program six new courses in International Trade.
  2. Offer Certificates in International Trade with concentrations in four new areas of international trade based on four of the six new courses added.
  3. Research, design, offer, and evaluate two online courses in International Trade.
  4. Offer three industry-focused and four export-focused seminars with emphasis on skill-building to assist local businesses with international markets.
  5. Design, circulate, and maintain a joint Skyline/CITD quarterly international newsletter to report on the development of international business endeavors.

PROJECT OVERVIEW:

Title VIB of the Higher Education Act, Section 611, identifies international understanding and enterprise as key to the future economic welfare of the U.S. Three important needs highlighted in Section 611 coincide with Skyline College's own needs and constitute the core motivation for this project:

  1. Increase international skills and awareness in students and the community.
  2. Engage educational institutions with businesses in mutually beneficial linkages.
  3. Leverage third-party organizations to facilitate such linkages.

Project activities designed to fulfill each of the goals are summarized in sections Curriculum Internationalization, Faculty Development, and Community Outreach.

CURRICULUM INTERNATIONALIZATION:

In order to achieve this goal, Skyline proposes three actions:

  1. Add six new International Business courses to the Associate Degree in International Trade Program.
  2. Offer a Certificate in International Business with concentration in four new areas.
  3. Add two new International Business online courses to its Associate Degree curriculum.

Skyline will develop and incorporate into the Associate Degree program six new credit courses in International Business:

  1. International Business Firm Practice (3.0 units)
  2. International Marketing (1.5 units)
  3. Cultural Nuances of International Business (1.5 units) (redesigned from Communicating Across Cultures)
  4. Legal Aspects of International Business (1.5 units)
  5. Transportation and Logistics (1.5 units)
  6. Customs Brokerage (1.5 units)

Skyline will also develop and offer two new online credit courses in International Business:

  1. International Business Online Course (3.0 units)
  2. Import/Export Management Online Course (1.5 units)

FACULTY DEVELOPMENT:

Skyline proposes three main activities aimed at deepening faculty expertise in international business:

  1. Involve CITD consultants in development of six new International Business courses and two new online International Business courses.
  2. Utilize CITD resources (CITD library and seminars/workshops offered by CITD's strategic partners) for individual faculty research.
  3. Attend international curriculum development seminars.

The course syllabi and topics will be refined through research consisting of face-to-face interviews with small- and medium-sized business owners from various industries and representing several professional functions including marketing, finance, operations, and MIS.

Several guest-speakers from corporations will be included in the seminar program to provide insight into practical obstacles and opportunities in international trade.

Skyline faculty will attend the following seminars and conferences as part of the faculty development effort:

  • UCS CIBER E-Commerce Online Course
  • UCLA CIBER Summer Seminar
  • BIE Title VI Conference
  • NASBITE Annual Conference
  • UCLA CIBER Annual Conference
  • WTI Conference
  • IMDA Annual Congress

COMMUNITY OUTREACH:

Three main activities constitute the community outreach component of this project:

  1. Enhance the relationship between faculty and the local business community using CITD as the bridge through faculty participation in workshops offered by CITD and its strategic partners.
  2. With the help of CITD consultants, offer four seminars on exporting and two industry-focused seminars with emphasis on skill-building to assist local businesses in four industries with international trade.
  3. Design, create, circulate, and maintain a joint CITD/Skyline quarterly International Newsletter to report development of its international business endeavors.

ADVISORY BOARD:

The Advisory Board will provide advice on the projects to be implemented and provide general program direction. The Advisory Board will serve as an external monitoring team for the purposes of evaluation. The group will meet semi-annually and will have the following responsibilites:

  1. Expertise for change in specific areas
  2. Clarification of goals and functions of the project
  3. Participation in the evaluation process

The following members will serve on the Title VIB Advisory Board:
