DECEMBER 9, 2005

The minutes of the last meeting will be reviewed the next AS meeting.
Unapproved minutes with some changes integrated beforehand will be forwarded to the Governing Council.

COLLEGE COUNCIL: Carla Campillo
The Smoking Forum, facilitated by the Speech Department, will be held the end of February.
A Shared Governance pie graph developed by the College Council was presented.
The College Council is putting together a committee list.
The completed Program Review presentations provided opportunities for self-analysis and reflection on the educational process. The presentations were a success but the AS, Curriculum Committee and Regina Stanback-Stroud are soliciting feedback for further improvements.
COLLEGE BUDGET COMMITTEE - Carla Campillo
Budget scenarios for 3 departments -- Reading, Administration of Justice and Counseling -- were presented at the last College Budget Committee meeting. These departments are losing several employees to retirement. The Committee voted to recommend to Dr. Victoria Morrow that funds be available to hire full time faculty to replace retirees.
John Ho of counseling has been hired by City College of San Francisco and will be leaving his post at Skyline.
ALLOCATION MODEL - Kathy Blackwood
The new allocation model will be implemented in January. The model leans toward stability rather than radical changes. Resources will be augmented over time.
RAY HERNANDEZ - Accreditation report
The Accreditation Steering Committee will meet next Tuesday to draw up a list of nominees for the accreditation writing teams so that nominees can be approved. Writing workshops will be on Feb 2 and 8. After that, the Steering Committee chairs will meet with their teams. The celebration for completing the first draft will be on May 5.
College-wide e-mail will be sent out concerning the Student Survey Plan. A week or two after census date, instructors will be notified as to who has been selected to administer surveys to their classes. The survey will take about 25 minutes.
TREASURERS - Fermin Irigoyen
Fermin Irigoyen received a print out of full-time faculty and indications of who has and has not paid their dues. The goal for spring is to disseminate the deduction forms along with a note informing of the $5 dues increase in Fall 2006.
Carla Campillo was reimbursed for flowers sent to the funeral of family members of Pat Deamer.
The current balance is $1860.70.
CURRICULUM COMMITTEE - Arthur Takayama
The Curriculum Committee approved 24 new courses, 19 course modifications, 8 experimental courses (7 transferable, 1 non-transferable) and 4 technology mediated instruction courses.
The recently-created online technical review process will allow the Curriculum Committee to look at other issues beyond just the course review process.
RESEARCH - Jonathan Freedman
The research committee has been active in attending SLOAC meetings and other task force related activities. The objective of the Research Committee is to help faculty develop SLOs using available resources. The Committee recommends attending the February 3 workshop to help develop better objectives.
Draft 2.1 of the IPC Charter and Bylaws were presented. It is important that the IPC form a strong liaison with the Academic Senate. The AS did approve the new charge and purpose and will support it, however; the AS also expressed concern that the functions of the AS regarding classroom research would be compromised. However, it was assured that AS must also be a part of the dialog. Carla Campillo will be attending the next IPC meeting to better facilitate the liaison between IPC and the AS.
ASSC - Taylor Angel
The ASSC has met on Thursday at 3:00 all semester long. However, they have lost council members and would like to elicit faculty help in encouraging their students to join the council and to attend ASSC sponsored events.
On February 2 at the Galley Theatre, the ASSC will hold a forum on race called "Speak Out on Race." Phyllis Taylor will be showing the movie Crash as part of this forum.
The ASSC will also play a major part in the Smoking Forum in February.
ED POLICY - Garrett Nicol
The Ed Policy Committee is working on the following 4 areas: 1) A degree audit policy, including credit-by-examination, was finalized. 2) The Committee is helping DSPS with the 5 day appeal policy when teachers do not accept student accommodations. 3) The question to go on the student questionnaire on cheating and plagiarism was once again revised. 4) The Ed Policy Committee established their new role as part of the Matriculation Advisory Committee.
PROFESSIONAL PERSONNEL - Shari Snitovsky
One Trustees fund grant and two PFE proposals were approved (SHARI, IS THIS CORRECT?)
There will be another call for proposals next semester.
It was suggested that there be a flex day activity on grant writing.
SEEED - Jacqueline Escobar
SEEED is in the process of creating guidelines for campus events concerning diversity related issues. This includes creating a calendar to help plan events. As part of the activities, a showing of the film The Color of Fear has been proposed.
The District EEOAC has asked Dr. Victoria Morrow for her support in finding leadership for the District EEOAC. A motion was approved that the Academic Senate works on getting more support for the mission statement.
DISTRICT ACADEMIC SENATE GOVERNING COUNCIL - Nick Kapp
Nick Kapp presented a resolution which supports the hiring of a District Vice Chancellor of Education to help facilitate and coordinate educational planning and activities within the SMCCD district. The motion was approved with 15 ayes and 1 abstention.
AFT - Rick Hough
Negotiations are currently being held. The new proposal is in the Advocate.
ANNOUNCEMENTS
Carla Campillo reported that the College Vista Faculty Residential Centers opening on December 9 was successful and that the Center looks great.
The district will present for flex day the movie on the Northridge earthquake, Academic Aftershock on Friday January 13, 10:00 at the CSM theatre.
